Gayrimenkul sektöründe yapısal reformlar

Değerli arkadaşlar,

Bugün günü kurtarmak için ilgili olsun veya olmasın her bakanlık, her STK  emlak sektöründe yapısal reformlar diye ortaya çıkmaya başladı.

Bölük pörçük işler yapılıyor ama esas sorunları çözecek komple bir reform ilgili kişi ve kuruluşlar tarafından  yapılmadığı için gene sorunlar yaşayacağız.

Sokma akılla, evrensellikten, globalleşmeden uzak, ben yaptım tarzı reformlar çözüm olmaz üstelik de beklentileri karşılamaz ve daha büyük sorunlara neden olur…

Tepeden baktığımızda temel yapılması gereken reformlar sırasıyla;

1. Gayrimenkul konusunda çok başlılık var, çok iş var, herkes şapkanın içinden tavşan çıkartmaya çalışıyor.

2. Emlak federasyonunun devlet tarafından yetkili kılınması ve yönetmeliğinin çıkartılması.

3. Emlak yasasının çıkartılması.

4. Mortgage yasasının çıkartılması.

5. Avukat kullanılmadan emlak sözleşmelerinin ve TAPU İŞLEMİ yapılmamasının yasa ile belirlenmesi.

5. Noterlerin bitmemiş ve iskansız binaya işlem yapmasının engellenmesi.

6. Tapu sigortasına geçilip bina tamamlama sigortasında ısrarcı olunmamasının sağlanması.

7. Konut fonu oluşturulmalı ve emeklilik paralarının konut sektöründe bitmiş binaları satın alması özendirilmeli.

8. BES’lerde toplanan kaynakların % 10’luk kısmı bitmiş gayrimenkul alımına ayrılıyor; bunun yasa ile % 50’ye çıkartılması.

9. Sat-yap’tan çıkıp yap-sat sistemine geçilmesi, bitmemiş ve iskansız bina satışının yapılmaması.

10. Bankadan proje kredisi alamayacak şirketlerin öz kaynak analizleri % 50 değilse inşaat ruhsatı verilmemesi.

11. Arsa ofisinin faaliyete geçirilip 0 veya azami % 15  maliyetli arsa üretimine yönelinmesi.

12. Teknoloji ithali ve sürenin azaltılması, azami 24  ayda konut projelerinin bitirilmesi.

13. Akıllı ve yeşil bina yapılmasının özendirilmesi.

Bunları yapabilmek gerek ve hepsini aynı dönemde yapamadığımız takdirde bizi ilerde daha da zor günler bekliyor.

500 milyar $’lık bir nakit ihtiyacımız var, güveni, regülasyonu ve sistemi kurmadan sektöre dışarıdan yabancı sermaye, emeklilik fonları ve teknolojiyi sokamayacağız; bunları yaparsak hem üretim, hem konut kredileri hem proje kredileri hem de alıcılar için uygun kaynakları temin etmek mümkün.
