Demokrasinin tarihi cok yeni 1776 dan bu yana demokrasi ruzgari dunya ustunde dolasiyorsada henuz Tam demokrasiye gecmis ulke yok ama bu yolda buyuk gelismeler olduguda bir gercek..

Mevcut duruma gore demokrasiye en yakin olanlara “Tam demokrasi ” demisler bizide “Melez rejimler” arasina sokmuslar.. Melez rejimleride soyle acmislar..

1) Seçimler genellikle özgür ve adil degildir.
2) Genellikle muhalefet partileri ve adaylar üzerinde iktidar baskisi vardir..
3) Siyasal kültür, hükümetin fonksiyonlari, siyasal katilim konusundaki ciddi eksikler vardir..
4) Hukuk devleti zayiftir.
5) Sivil toplum zayiftir.
6) Tipik olarak gazeteciler üzerinde baski vardir.
7) Adalet bagimsiz degildir.

Kapsanan 167 devletin dagilimi ise söyle:

1) Tam demokrasiler: 26.
2) Kusurlu demokrasiler: 53.
3) Melez rejimler: 33.
4) Otoriter rejimler: 55.

Arastirmaya göre dünya nüfusunun sadece yüzde 12.3’ü “Tam demokratik” rejimlerde yasiyor.

Yüzde 36.5 ise “Otoriter rejimlerde”.
“Kusurlu demokrasilerde” yasayanlar yüzde 37.2.
Yüzde 14 de “Melez rejimlere” sahip.

Banglades, Arnavutluk, Malawi, Lübnan, Honduras gibi ülkelerden bile sonra geliyor.
167 ülke arasinda, 5.73 puanla 89’uncu sirada.
2008’de ise 87’nci sirada oldugunu dusunurken , ucuncu kumede oldugumuz ligtede , ikinci kumeye gecmek icin cabalamak yerine dahada asagiya gittigimizi gormek sonucta onemli bir aksakligimiz olarak goze carpiyor.

Demokratik acilimlar,anayasa degisiklikleri insan haklari konusunda cok ileriye gittik demek , denetimin-yarginin -siyasetin -medyanin bagimsiz olmadigi ulkemizde cok kolay ama rakamlara bakildiginda durum hicte ic acici degil dogrusu ekonomik alanlarda basarilar elde eden hukumetin, demokrasi ile ilgili onemli radikal reformlari yapmasi gerekmektedir..

Bir an icin Tarafli yargi , medya ve denetim siyasi partilerin onunde buyuk bir engel olmussada bunlari yanli hale getirme cabalari , kesin cozumlere gitmek yerine Ucuncu kumede bizi daha asagilara tasimistir, once ikinci kumeye sonrada birinci lige cikmanin yolu anayasayi sivil anayasa yaparak , siyasi partiler kanununu degistirip sirasi ile

a. Siyasi partileri lider sultasindan,kayit disi kaynaklardan,
b. yargi ve denetimi ehil ve bagimsiz yaparak siyasetciden,
c. medyayida kayit disi paradan ve siyasi baskilardan

kurtarmakla mumkun olabilecektir, bunu yapabilmek icinde egitim kaltesini artirabilirsek , sivil toplum anlayisini gelistirebilirsek, halka neden buradayiz, buradan nasil cikarizi ogretebilirsek,  orta vadede neticeye gideriz, bugunku durumda “Tam demokrasi” biraz hayal gibi duruyor.
